I wish to speak to Amendments Nos. 6 and 7, which stand in my name. The noble Lord, Lord Richard, was uncharacteristically uncharitable when he failed to appreciate the time that the noble Lord, Lord Kingsland, I and other members of our parties have put in to try to get this framework right.
