Canterbury City Council Bill [Lords] (By Order)

I hope that I shall be able to finish making my point before the debate ends, and I hope that my hon. Friend, in his enthusiasm for moving a closure motion, will not lose sight of the importance of being able to listen to the debate so that he will be in a position to respond to it. He made a telling point in the main Second Reading debate, when he said there was a crisis—he described it as an horrendous crisis—in Canterbury. After the verbal warning, the person concerned receives not a penalty but a written warning. As my hon. Friend said on 12 June,"““Only then can proceedings be adopted.””—[Official Report, 12 June 2008; Vol. 477, c. 552.]" Why is it only then that proceedings can be adopted?
