Pre-Budget Report
If hon. Members will allow me, I shall make some progress and take some interventions later. I am aware that many Members want to speak in the debate, and that Front-Bench speeches have a time limit. Therefore, I shall proceed. [Interruption.] Well, I shall take some interventions later if the hon. Member for Weaver Vale (Mr. Hall) can think of some better ones. Now, let us be clear.
