Policing and Crime Bill

I congratulate my hon. Friend on taking up his new post; we are delighted to see him in it. On the traffickers recovery programme, I do not know whether he knows that at present when traffickers are found, money can be confiscated from them, but it goes to the Treasury and is lost in that black hole. Does he agree that it would be a far better idea, and that this should have been in the Bill, that when traffickers' ill-gotten gains are taken away from them, that money should go to the victims? At present, the National Criminal Justice Board gives money, but it is Treasury money, so victims are not getting it from the traffickers.
