Government Capital Expenditure

I shall be brief. I do not know how long the winding-up speeches are going to be, but I am sure that someone will signal to me when they want me to sit down. I will do my best to make a few comments until then. I would like to clear up a point that was made as a result of an intervention by the Exchequer Secretary. I think that she said something to the effect that we did not have any monetary policy tools left to deal with the crisis now that interest rates were so low.
