My Lords, I am afraid that I am not in a position to say how many cases have been brought. The potential for fraud was undoubtedly somewhat greater under the old system than the new. Of course, there will always be attempts at fraud in this field. However, I tell the noble Lord frankly that there has not been a huge amount of fraud that I could point to under the old system, and I certainly do not anticipate much under this revised system. I have done my best to answer the questions that have been asked. Motion agreed. Sitting suspended.
