As has been said, the main point about the care guarantee is that it is important to understand absolutely what might be contained within such a guarantee and how it would interact with a localist agenda. The Minister took a slight intake of breath when that was mentioned. The important question is always where the money will come from, which is why we have these debates. It is a real challenge to find the funding for what we all want to be changed.
