My Lords, this provision is clearly proportionate. It is something that we have already signed up to; I was pressing on the question of implementation. I am extremely encouraged by the reply of the noble Baroness and I beg leave to withdraw. Amendment 61 withdrawn. Consideration on Report adjourned until not before 8.37 pm.
