Finance Bill

Thank you, Mrs. Heal. I want to argue that we could not afford the VAT cut, which was announced in the pre-Budget report. The public finances are precarious and the Government recognised that they could not afford an additional fiscal stimulus in April. As the Governor of the Bank of England said:""The fiscal position in the UK is not one that would say, 'Well, why don't we engage in another significant round of fiscal expansion?'""
