Of course, I tabled these amendments before the consultation document was published. This may not be a good, liberal attitude but, on an issue that would not be subject to consultation, the billing authority should not be stuck with costs that are essentially imposed upon it by the decisions of the levying authority. However, I will think about what the noble Baroness has said, and I beg leave to withdraw the amendment. Amendment 59 withdrawn. Amendment 60 not moved. Clause 22 agreed. Clause 23 agreed.
