The Warm Home Discount provides eligible low-income households with a £150 rebate on their electricity bill. In England and Wales, eligible households must receive Pension Credit, Universal Credit, Housing Benefit or income-related Employment and Support Allowance and they (or their partner) must be named on the electricity account. The financial resources of an unrelated co-tenant are not taken into account. Eligibility rules for other Government support schemes may differ from those for the Warm Home Discount, and entitlement is determined in accordance with the specific criteria established for each scheme.

To ask the Secretary of State for Digital, Culture, Media and Sport, what assessment she has made of the potential impact of renters being excluded from proposed measures to facilitate access to full fibre broadband on the level of digital inclusion.
To ask the Secretary of State for Digital, Culture, Media and Sport, what assessment she has made of the potential impact of renters being excluded from proposed measures to facilitate access to full fibre broadband on the level of digital inclusion.
The Government recognises the importance of digital inclusion and is committed to ensuring that people can benefit from access to fast, reliable broadband services. This is why we are working to ensure 99% of UK premises can access gigabit broadband coverage by 2032. Legislative measures being taken through the Commonhold and Leasehold Reform Bill intend to remove barriers to gigabit-capable broadband deployment in leasehold flats. Renters living in affected premises may benefit where these measures support improved broadband availability in their building.
We continue to engage with stakeholders to understand the impacts of our proposals and consider their effects on residents, including tenants, as part of our broader objective of supporting nationwide access to high-quality digital connectivity, alongside continuing to expand our evidence base on digital inclusion, for example through our new Public Engagement Survey.

To ask the Secretary of State for Business, Innovation, Science and Trade, with reference to the response to the Statutory review of the Pubs Code and Pubs Code Adjudicator: 2022 – 2026, what consideration his Department gave to introducing a guest beer right for tied pub tenants.
To ask the Secretary of State for Business, Innovation, Science and Trade, with reference to the response to the Statutory review of the Pubs Code and Pubs Code Adjudicator: 2022 – 2026, what consideration his Department gave to introducing a guest beer right for tied pub tenants.
The Statutory review did not explicitly seek views on guest beer rights. The scope of the code, covering six pub owning businesses with 500 or more tied tenants, means that it only applies to a small portion of the businesses in the sector. These regulated businesses already voluntarily allow for guest beer to be sold by their tied tenants.
Separately, the Government conducted a broader review of the beer market in the wider hospitality sector to assess whether there are structural barriers across the sector affecting access to pubs for small breweries.

My hon. Friend will be aware that the Mayor of London has been in power for over 10 years, and that London’s housing starts have fallen through the floor. Over 300,000 Londoners are estimated to be on housing waiting lists, the majority of them in Labour boroughs. Does he find...

My hon. Friend knows of what he speaks. The Mayor of London’s record on housing is, of course, execrable. It is totally mystifying that at a time when London’s population and housing need is the highest it has ever been, the Government have simultaneously reduced the housing target for London...
