Borders, Citizenship and Immigration Bill [Lords]
Will my hon. Friend help me by explaining to the House why imposing a limit on the number of people coming in from outside the EU is an arbitrary figure, whereas a figure fixed by the Government for the number of people in any one year who can have citizenship is not an arbitrary figure?
