Council Tax Capping (Surrey)
I, too, congratulate my hon. Friend on securing the debate. While he is setting the scene, will he explain the scale of the reduction in grant funding that Surrey has had to undergo since 1997? I believe that it is in the region of 40 per cent. in real terms.
