Council Tax Capping (Surrey)

I think that common sense is the theme, but I am always a little dubious about using the term, as it has been misaligned in the past. The case for Surrey police being capped is wrong. The effect on the safety of the people of Mole Valley and Surrey will be quite marked. To add to the arguably incorrect injury the unnecessary cost of re-billing each council tax payer for such a minuscule amount is ludicrous. I ask the Minister to accept, if the Government win the anticipated judicial review, that although they will have made their point—however erroneous—they should not require the unnecessary re-billing. The legislation allows that, and common sense demands it.
