Proceeding contribution from Lord Hammond of Runnymede (Conservative) in the House of Commons on Tuesday, 9 June 2009. It occurred during Adjournment debate on Council Tax Capping (Surrey).

Council Tax Capping (Surrey)

I agree with my hon. Friend. I hope that it is not petty political vindictiveness. Let us explore whether it is a kind of institutional vindictiveness. By that I mean a sort of situation in which the centre cannot bear to be ignored or defied, even inadvertently, and has to slap back in a disproportionate response. I hope that the Minister—whether or not he is prepared to say so today—will privately reflect on a situation in which such a disproportionate response is mandated by the system.
