Council Tax Capping (Surrey)
I have made it clear that during the daily discussions, the Department's lawyers were contacted. Their reply made it quite clear that""there is no requirement on the Surrey police authority to calculate notional level of Council Tax (based on the notional budget requirement) 2008/09 and Surrey police authority will set their budget requirement and their precept for 2009/10…in the normal way"." There was no mention of the word "notional" until 72 hours before the budget was set.
