Council Tax Capping (Surrey)
I thank the Minister for giving way. He said that police authorities were given notice that they would have to act within a notional precept and that they had been given a firm view of what that precept would be. That is not true. Earlier this year, the then Minister for Local Government said:""It would be a serious mistake for any local authority to assume that the principles I have announced today for this year are in any way a guide to the approach or the levels I may set in future years."—[Official Report, 26 March 2009; Vol. 490, c. 465.]"
