Welfare Reform Bill

I am very glad to hear it. The noble Baroness, Lady Afshar, made a good point about the cultural problem. I wonder whether that has been addressed enough. I thought that this would be the simplest amendment we would deal with today but it has already taken 23 minutes. I beg leave to withdraw the amendment. Amendment 4 withdrawn. Amendment 5 not moved.
