My Lords, in line with the intimation of my opening speech, I found the Minister’s explanation just as satisfactory when uttered in the Chamber as I had when it was on the written page. I beg leave to withdraw the amendment. Amendment 23 withdrawn. Clause 7 : Political restrictions on Electoral Commissioners and staff Amendments 24 and 25 not moved.
