Business Rate Supplements Bill
I have to beg to disagree with my hon. Friend, because the individual properties were not on the list on the relevant date in 2005. That is why regulation 14(6) does not apply. Backdating rating assessments is not new but an established feature of the business rates system. It operated in the case of the list that we are considering not only from 2005 onwards but from 2000 and before.
