I am grateful to the Minister, who is correct in his understanding of the effect of the amendment and for his confirmation that that is what is intended, but I simply do not understand why it cannot be placed at the beginning of the new section, where it will be most effective. For that reason, I should like to test the opinion of the Committee. Division on Amendment 79A Contents 61; Not-Contents 144. Amendment 79A disagreed.
