Welfare Reform Bill

The registrar would not mention or deal with child maintenance issues. The noble Lord, Lord Kirkwood, also asked about the child maintenance regime. The child maintenance commissioner can use the birth register as a source, but that is not the primary aim of the legislation. As the noble Lord is well aware, the legislation is about encouraging parental responsibility beyond the purely fiscal element. I hope that I have covered noble Lords’ inquiries.
