Proceeding contribution from David Howarth (Liberal Democrat) in the House of Commons on Monday, 13 July 2009. It occurred during Debate on bill on Political Parties and Elections Bill.

Political Parties and Elections Bill

Thank you, Mr. Deputy Speaker. I do not accept what the Secretary of State says; I do not think that he has got the Hayden Phillips proposals right anyway. Turning back to the proposals before the House, I am glad that the consensus on this matter has been broken. I simply regret that it was not broken earlier.
