Proceeding contribution from Lord Elton (Conservative) in the House of Lords on Thursday, 16 July 2009. It occurred during Committee of the Whole House (HL) and Debate on bill on Apprenticeships, Skills, Children and Learning Bill.

Apprenticeships, Skills, Children and Learning Bill

I interrupt my noble friend to observe that those words are now in the Bill, in Clause 40(8): ""But a person is not to be taken to have a learning difficulty solely because the language (or form of language) in which the person is or will be taught is different from a language (or form of language) which has at any time been spoken in the person’s home"." I drew this to the Committee’s attention earlier, and warmly support my noble friend in his concern.
