My Lords, that is a helpful answer to my questions on subsections (1) and (5) but not to subsection (4). I do not expect the noble Baroness to respond to that now and I am content to receive a letter. Clause 63 agreed. Clause 64 : Securing provision of education and training Amendment 155A not moved.
