I agree with my right hon. Friend. I would like to make a point of self-congratulation on behalf of our party: it is Labour county councils and Labour Governments that have encouraged the development of Welsh-medium schools. [Interruption.] Not exclusively, but overwhelmingly. We ought to take some credit for that. Moreover, most people agree that the important and exciting turnaround in the number of Welsh citizens who speak Welsh, as reflected in the most recent census, is overwhelmingly due to the extension of Welsh-medium schools. That is not due to imposing burdens on people, but to developing organically through the education system.
