I fear that the right hon. Gentleman inadvertently produced a red herring when he referred to small businesses a moment ago. In its evidence to the Welsh Affairs Committee, the Federation of Small Businesses clearly stated that the overwhelming majority of small businesses would not be affected by the LCO. Is he familiar with that argument and does he agree with it?
