National Assembly for Wales (Legislative Competence) (Welsh Language)
The Secretary of State is being very generous in giving way. Will he confirm that the Welsh Language Board was not fully consulted before the original order was produced and the process for applying for the LCO came forward? Does he agree that when the Welsh Language Board says it does not wish to see legislation extended to the vast majority of the private sector—only the bodies that provide public services—it is really important that its views should be strongly taken on board by the Assembly and this House?
