Surely the test of reasonableness and proportionality would apply as well. No one in their right mind would suggest that advanced avionics should not be taught by English-speaking instructors to English-speaking pilots, for example. I spent 16 years training professionals in health and social services and I was never invited to teach highly complicated subjects to do with surgery, or whatever, in Welsh, but I was teaching communication skills, group work skills and such matters, which clearly have a language element. Obviously a certain amount of common sense would apply in the circumstances.
