Proceeding contribution from Lord Hain (Labour) in the House of Commons on Wednesday, 14 October 2009. It occurred during Debates on delegated legislation on National Assembly for Wales (Legislative Competence) (Welsh Language).
National Assembly for Wales (Legislative Competence) (Welsh Language)
The hon. Gentleman is right, but we must also bear in mind the fact that the training facility in question would bring together the entire UK defence force training apparatus in Wales. We are not going to start requiring young soldiers from the north-east of England, or Scotland, to be instructed in Welsh. Clearly, that is absurd. The issue need not detain us for much longer. We are also taking out energy production and transmission services, because those activities do not serve the public directly. Other changes that we are making as a result of the Committee’s recommendations include defining more clearly which royal charter bodies are included. It will not be all charter bodies, as was originally the case, which concerned me greatly—not the Girl Guides, the Royal British Legion or the hundreds of others that would have been included under the original proposed order. For example, the Scouts, the British Red Cross Society, the Royal Air Force Benevolent Fund, the British and Foreign Bible Society and the Royal Seamen’s Pension Fund would have been included. Clearly that was an absurd proposition, as a result of which we have focused matters and clarified things in a sensible and proper fashion.
