The issue of royal charter bodies concerned the Committee greatly, and in fact the Under-Secretary expressed concern when he gave evidence. Is it proposed that an exhaustive list of the charter bodies that will be caught by the Measure will be set out in the draft order, and that it may therefore be assumed that all other charter bodies will not be caught?
