Indeed. We are also clarifying the fact that any duties on broadcasters will relate only to the conduct of public business, and not to programming. Concern has been expressed about that. The changes undoubtedly make for a better order. I think that hon. Members will agree that they prove the value of pre-legislative scrutiny as part of the LCO process. A few strident voices in Wales rage intemperately against parliamentary scrutiny as if Westminster has no right to interfere with Welsh wishes.
