I want to make a very simple point. I think that the point about legislative precision was one that I made during the Committee’s deliberations so that we could be clear and precise about the powers that we transfer under the legislative competence order. The problem is that the hon. Lady does not seem to understand that we are transferring a power. That power may be used for an immediate Measure in the short term and for many other Measures in the long term. Looking at the Measure to which the Assembly gives most priority does not tell us about the wider power. It would miss the point completely were we to consider a Measure before we had come to a conclusion about the transfer of powers under the legislative competence order.
