Does the hon. Lady concede, however, that even if some of these bodies had been drawn into the LCO, and were not excluded, as they are now, it would not necessarily have meant that the Assembly would pass Measures in order to impose crippling translation costs, as she terms them? In my opinion, translation costs can be minor.
