It is a matter of scale. A railway company is different from a small bus service. I may have some routes in mind, having heard things anecdotally, but I would not want to do commercial damage to anyone. I just want the matter to be thought through properly. The inclusion of broadcasting was a particular concern. Indeed, some of the broadcasters were amazed when they saw what the provisions originally contained. I am glad that the issue has been taken on board, but I need to see the order and what is being proposed before I say that I am pleased or that I agree with it. I would be interested to know whether the Secretary of State is consulting the broadcasters directly, to ensure that the provisions offer the set of circumstances that they seek. The point about St. Athan and training—as long as the Secretary of State can contain himself from making a political point—is serious. I do not have a legal document to refer to. The Labour party is in coalition with Plaid Cymru in the Assembly. Plaid Cymru sets its face against our military services, and often speaks out against certain activities of our military in Wales. I want to ensure that there is no back-door route that could be used to prevent the intentions that the Government supposedly have towards St. Athan. It is a simple point of reference.
