I am sure that with the right hon. Gentleman’s experience in government, he will know that wherever one fixes a figure or a line, it will be an unhappy experience for someone. Does the right hon. Gentleman think that the concepts of reasonableness and proportionality could be used in determining which bodies that have received public funding should comply with the Measure?
