National Assembly for Wales (Legislative Competence) (Welsh Language)
The hon. Gentleman makes a reasonable point, but I certainly would argue that it should be addressed in the Measure rather than in the LCO. The Assembly needs to take account of whether a particular business should make an application to be disapplied, or whether it should be the other way round. A member of the public would say that they expected the legislation to be adhered to by that particular business, and the business could then appeal against that submission.
