House of Lords: Code of Conduct

I suspect that my complaints have been private, in that sense, rather than public. I would like clarification on who is being referred to. If it is indeed anyone, then they are certainly not covered by the code. I take the point made by the noble Lord, Lord McNally: if someone makes a complaint, you should know who it is. To seek to have them approach the Peer in advance before they make their complaint, however, is quite unrealistic and is not the real world that we are living in. That needs to be examined. I feel that proper whistleblowing facilities should be available for the staff of this House. It has been recommended by Kelly that they should be introduced in the Commons. If we have those already, then fine; if we do not, can they be considered? They will be needed and they would help us rather than hinder us.
