Proceeding contribution from Speaker in the House of Commons on Monday, 14 December 2009. It occurred during Debate on bill on Personal Care at Home Bill.
Personal Care at Home Bill
May I just interrupt the Minister of State for a moment? There are a lot of private conversations taking place on both sides of the Chamber, including on the Government Front Bench. The consequence is that the oration of the Minister of State is not receiving the close attention that he will think it deserves.
