Children, Schools and Families Bill

I am grateful for all the publicity of the Select Committee's report. Does my right hon. Friend agree that one problem that the Select Committee found when we discussed this in great depth—it will be discussed seriously again in Committee—is that the Government propose to have a compulsory register with no penalties? We thought, "Why not try it for two years on a voluntary basis? If that does not work, we move to a system even with penalties."
