Proceeding contribution from Michael Fallon (Conservative) in the House of Commons on Wednesday, 20 January 2010. It occurred during Debate on bill and Committee of the Whole House (HC) on Fiscal Responsibility Bill.
Fiscal Responsibility Bill
My hon. Friend hits on a very good point. Has he noticed the fatuity of clause 1? It states that the Treasury "must ensure" something, but clause 3 then states that it must""report on the progress which has been made towards complying"" with that duty. The Treasury either must ensure something or not. The Bill's drafting is lamentable.
