39: Clause 8, page 4, line 25, at end insert— ““( ) In preparing a UK strategy, the Secretary of State must consider, in particular, the needs of— (a) children in families with one or more members in prison, (b) children in families with one or more disabled members, (c) looked-after children, (d) black and minority ethnic children, and (e) homeless children.””
