45: Clause 9, page 5, line 14, at end insert— ““( ) The Secretary of State is to give the Commission guidance as to— (a) the matters on which the Commission is to give advice, and (b) any matters to which the Commission must have regard when giving advice. ( ) The Commission must have regard to any guidance given to it by the Secretary of State.””
