My Lords, I am grateful to the Minister for what he has said. I cannot say that he has completely reassured me. No doubt, not only I but CARE, BBFC and others will look at what he has said. We shall see whether there is a reason to come back on Report. I should also like to thank the right reverend Prelate the Bishop of Manchester for his support. On that basis, I beg leave to withdraw the amendment. Amendment 251B withdrawn.
