My Lords, I regret my omission of Amendment 290. That was a mistake on my part. I am not going to go into it in great detail now, but we do have very considerable sympathy for the intention behind this amendment. However, we are not sure that this is the way to achieve what we think we have in mind as a common aim. If that is an encouragement to the noble Lord, he will find the letter at least reasonably positive in that direction. Amendment 285 withdrawn. Amendments 286 to 292 not moved.
