Proceeding contribution from Lord Clement-Jones (Liberal Democrat) in the House of Lords on Monday, 8 February 2010. It occurred during Committee of the Whole House (HL) and Debate on bill on Digital Economy Bill [HL].
Digital Economy Bill [HL]
I support the noble Viscount, Lord Bridgeman, in this amendment. Moral rights are currently one of the poor relations under UK copyright law. Many of the concerns about orphan works that we have talked about today would be cured if there was a proper right of attribution—a proper moral right—under UK law, particularly for magazines and newspapers, which are currently exempted. The noble Viscount made a superb case for the amendment.
