My Lords, I am grateful to my noble friend Lord Fowler and to the noble Lord, Lord Clement-Jones, for their supportive words and I agree with what they say. In explaining my amendment, I acknowledged that the Government might have alternative means. Although I am not entirely sure that the Minister has given me 100 per cent satisfaction on that, I beg leave to withdraw the amendment. Amendment 139 withdrawn.
