With the leave of the House, may I respond to the points made by my right hon. Friend the Member for Birkenhead (Mr. Field)? As he will appreciate, it is difficult to legislate retrospectively on those matters, but I will draw his remarks to the attention of my right hon. Friend the Home Secretary. Question put and agreed to. Bill accordingly read the Third time and passed.
