Motorways and Trunk Roads (Litter)
I hear what the Minister says, but his description does not deal with the problem in my constituency where there are trunk roads and a motorway. On the point made by my hon. Friend the Member for Hemel Hempstead on people being expected to use juvenile offenders' orders or other Ministry of Justice mechanisms, why could we not have a litter and rubbish removal order that is allocated specifically for this purpose? Will the Minister speak to the Ministry of Justice about that? Like my hon. Friend, I would also like to be told how the Highways Agency is operating in my area.
