Digital Economy Bill [Lords]

I shall not. I shall make some progress if the hon. Gentleman does not mind. I have focused on measures to tackle unlawful file sharing, but we have stressed all along the importance of developing legitimate paid-for downloading models. The problem, however, is that those will become widespread and sustainable only if there is a proper legal framework to tackle unlawful downloading.
